In Vietnam, a ministerial proposal is to limit the maximum number of SIM cards a person can hold. According to the draft, a person can buy a maximum of 6 cards from each service provider, which means a total of 18 SIM cards per person. Based on the information, the reason for the draft is that many people currently buy SIM cards with different discounts (e.g. student discount) and then sell it more expensive but still below the store price, to the detriment of mobile operators. The proposal could also affect businesses, in their case I would like to limit the number of SIM cards to 100.
